(a). European Lighters that are towed go the neighhouring ports sail under a Trading Junk Licence as also do the "Junk" Lighters. There are, however, some European Lighters,

the square bow native lighter and other small crafts that re- -main in Harbour to work as bona-fide lighters.

As regards Lighters of European construction trading under a Trading Junk Licence, the Trading Licence should be abolished and they should be required to take out (i) a

Lighter's Annual Licence, entitling them to "ply in port"

carrying goods to and from vessels anchored in port or to and from the shore to such vessels, and (ii) when leaving the

Harbour a "Special Permit" as described below.

A Lighter that desires to carry cargo from any port in the waters of the Colony to a port or place in Chinese waters or to Macao becomes, for the time so employed, a regular trader. Such a Lighter should be required to deposit its Certificate of Registry with Lighter Licence at the Harbour Office and receive in exchange a "Special Clearance” in the form of a "Special Permit" already referred to. Light Dues should be charged for each trip seoørding to the measure- -ment declared in the Lighter Licence. On returning to port the Lighter is to be re-entered at the Harbour Office, return the "Special Clearance Permit" and receive back its Lighter Licence.

(b). Regarding "Junk" Lighters proceeding as above outside the waters of the Colony, the same procedure is

recommended.

The "Special Clearance Permit" issued is

to be valid for One trip only. The fee for such Permit might be $1.00.

The payment of Light Dues by a "Junk"

Lighter may be thought a hardship but such is not the case.

The Remix earning power of a bona-fide lighter is more than that of a junk and with less risk. Such a lighter adds to its

earnings
